I've got an 8 core (or 4 core) FX8350 and 16GB RAM and 2x HD7950s on Windows 8.1, the system should be able to handle this game fine, but I remember I had to scale down some graphical features on the DX9 version to get it completely smooth, perhaps I need to do the same thing here too (it was reflections or some strange thing that no one ever uses anyway). It's just a thing that wasn't in the DX 9 version. It's long enough to be noticeable in fights where the action is fast, but as I said, I have not tried much tinkering. I've got v-sync enabled and all that, and it's not tearing or anything like that, just every minute or so there's a very short stutter. If you are already doing that then I'm not sure what's causing it. On my 60 hz display I set the frame rate to 59 and it's very smooth.

(Actually I limit the framerate in almost all of my games) Obviously, I opt for a frame rate limiter to avoid the mouse lag.
